To balance urban and rural development, the Taichung City Construction Bureau initiated the "Street Light Installation Program in Rural Areas" to listen to the needs of community leaders and local residents and installed additional street lamps on roadsides in rural mountain areas, dark alleys and on the sea coast. From 2019 and 2020, 2,500 street lamps were installed. Director General of the Construction Bureau, Chen Da-Tian, expected that better street lighting will help improve road safety. In the future, the Bureau was about to continuously install street lighting for rural areas to realize Mayor Lu Shiow-Yen's vision to "build a rich and better Taichung."
Director General Chen pointed out that "Good infrastructure is the foundation of a good life!" He said the "Street Light Installation Program in Rural Areas" focuses on areas in mountains with narrowed spaces, poor traffic condition, and low visibility. Last year, for example, the Bureau installed other 19 street lamps along the 11k industrial lane in Ziyu Community of Heping District and additionally five lamps at the intersection of Kezhuang Rd. and Kezhuang Dike (under the overpass of National Highway No. 4). There were four street lamps installed along the road sides of #88, Fenghuang Rd., where large trucks enter and exit.
Director General Chen mentioned that installation of street lamps in rural areas is a more daunting task of electricity construction and after installation, application for designated electricity use shall be filed to TaiPower that will be in charge of design and construction. Compared to construction time in general areas, longer time was expected for street lighting installation in rural areas. Hence, the Bureau actively cooperated with TaiPower to coordinate with TaiPower's on-site inspections during the application process to improve design accuracy and efficiency. During the construction process, the Bureau helped to explain to community residents to shorten the time required for overall installation of new street lamps.
The Bureau emphasized that in addition to the devotion to quality maintenance of street lighting, it continuously promotes the "Street Light Installation Program in Rural Areas" to listen to and understand needs of community leaders and local residents with the aim to improve lighting in rural areas and improve traffic safety and living quality of citizens of Taichung.
