Tighten Pandemic Prevention and Control Measures by the Construction Bureau of Taichung City Government for Stable Promotion of Large-Scale Public Construction Projects

he Construction Bureau of the Taichung City Government continuously promotes new construction projects of the Shuinan International Conference and the Exhibition Center and Taichung Green Museumbrary and to respond to the outbreak of COVID-19 pandemic, Director-General of Construction Bureau, Chen Ta-Tian, went to inspect the construction sites in person and care for the implementation of pandemic prevention and control measures. Director-General Chen said Taichung City Government convenes meetings to promote public health education and to strengthen training of workers to avoid infection at sites and, additionally, body temperature of workers is checked. If any worker shows the symptom of fever, he/she will be banned from entering the construction site and advised to see a doctor for full implementation of pandemic prevention and control measures.
According to the Construction Bureau, the construction of Shuinan International Conference and Exhibition Center began in early March, 2019. In the pursuit of integrity, transparency and openness, the construction team developed a designated website to ensure construction quality and occupational safety and health operations by ensuring a zero hazard work environment. Their efforts have been recognized by the Taichung City Government and was awarded with the “Excellence of Integrity and Transparency Award” and “Excellence of Golden Quality Construction Project.” The construction project is expected to be completed by 2022 with its target to win “the Public Construction Golden Quality Award” and “Public Construction Golden Safety Award” for the honor of winning four awards of “integrity and golden quality and safety.”
Furthermore, the Taichung Green Museumbrary is the first piece of architecture work in Taiwan of the 2010 co-winners of the Pritzker Architecture Prize, Kazuyo Sejima and Ryue Nishizawa. The construction began in September, 2019. To ensure the compliance of construction quality with the original design concept and international standard, the team utilized BIM to modify construction details based on the roll planning method and a physical model at the ratio of 1:1 was built near the site for simulation of important construction items. At present, basic excavation operations were conducted and the main construction project is expected to be completed by the end of 2022. With the target to win “three golden awards of quality and safety,” the team has been devoted to the building of a library at the park as well as an art museum in the forest for Taichung citizens.
